Just after I posted the question, I noticed apple had an OS update.

updated, I had to re-sign-in to the iCloud. When I tried
Masterpassword<br>
again, the option to change password type was there! I suspect
there's a<br>
dependency on iCloud, and my sign-in wasn't current. I'm not sure
that<br>
dependency is a good thing, though, so thanks for the tip about
